Growth of Indian economy is increasingly dependent on urbanization and development of cities. Land and real estate markets play an important role in shaping cities. Urban land is a critical resource to establish efficient and functional markets. Absences of well-functioning markets pose series of challenges like conflicts, speculation, and affordability gap. The functioning of these markets is dependent upon land related policies that manage externalities, create public goods, extract land value gains and provide equitable access to land for the poor. Thus, it is important to systematically study these policies, as well as understand its impact on land and real estate markets.
With reference to current urbanization trends, following key challenges need to be addressed:
Within this context, Center for Urban Land & Real Estate Policy (CULREP) at CEPT University undertakes research and analysis to help improve land development and regulation policy. The Center aims to initiate policy dialogue that will help to resolve land conflicts, establish secure rights and increase affordability. It brings together and support interested faculty members, students and researchers. Its objective is to support government in policy formulation and implementation.
Vision
To become a center of excellence for carrying out practical policy oriented research in urban land policy that would support economic development and urbanization.

- Increasing the supply of serviced land of urban expansion
- Securing land for public purposes and infrastructure
- Increasing supply of land for low income housing
- Land based fiscal tools to augment resources for financing
