
Their paper, titled “Evaluating the Discontinuation of India’s Supply-Side Affordable Housing Policy for Slum Redevelopment Through Frank Fischer’s Lens,” offers a critical analysis of the termination of India’s In-Situ Slum Redevelopment (ISSR) policy under the Pradhan Mantri Awas Yojana – Urban (PMAY‑U). The study employs Frank Fischer’s four-tier public policy framework to examine the policy’s shortcomings.
Drawing from national audit reports and household-level surveys conducted across Ahmedabad, the research identifies entrenched institutional and behavioural factors that contributed to the policy’s failure. The findings provide valuable insights for shaping future slum rehabilitation strategies, particularly in India’s secondary cities.
Guided by Aastha Agarwala, Assoc. Prof. FM, the research adopts a distinctive interdisciplinary approach by integrating Fischer’s policy framework with Alain Bertaud’s theories on urban economies. This methodological synergy not only distinguished the research at the conference but also led to its selection for publication in the Journal of Contemporary Urban Affairs (Volume 9) — one of only 15 papers chosen out of 375 presented.
The project and field survey were undertaken as part of a group exercise within the Foundation Studio of the postgraduate program at the Faculty of Management.
