SAAR Sameeksha Series - 50 Research studies focussed on Impact Assessment under Smart Cities Mission.

Faculty of Management. CEPT University did a study on Theme 42 -  ‘How has SCM complemented the health facilities and improved city health systems in Indian Smart Cities?’, wherein it highlights the impact on healthcare through implementing technologies & other innovative models in the government hospitals, primary & tertiary health centers across 100 smart cities. 

India's rapid urbanization is reshaping its cities, which are projected to host 40% of the population and contribute 75% of the GDP by 2030. This transformation presents significant opportunities but also challenges, such as ensuring equitable access to robust healthcare—a key focus of the Smart Cities Mission (SCM), which integrates technology and innovative models to enhance urban living. This impact assessment study examines healthcare initiatives in three cities under SCM:

Vadodara, which implemented a Hospital Management Information System (HMIS) to streamline processes and reduce patient turnaround times; Bengaluru, which introduced Smart Virtual Clinics (SVCs) to provide affordable specialist consultations via telemedicine; and Agra which utilized a Public-Private Partnership (PPP) model for its Smart Health Centers (SHCs) to expand service offerings. 

While these projects have shown promise, challenges like sustainability, resource constraints, and public awareness hinder their full potential. Nonetheless, they highlight scalable solutions for improved healthcare access, affordability, and outcomes in urban India.
