FT: State Level Workshop on Bhuvan-NUIS Portal

About 80 planners and engineers and nearly 50 students stepped away from their busy schedule on Friday, January 23rd 2015 to take part in state level workshop (Gujarat, Daman & Diu, Dadra & Nagar Haveli) on Master Plan preparation using Bhuvan-NUIS Portal organized by Town and Country Planning Organization (TCPO/MOUD), Government of India which was coordinated by Urban Development and Urban Housing Department, Government of Gujarat and National Remote Sensing Center, Hyderabad and was hosted by CEPT University, Ahmedabad.

The event began with an address from Dr. Anjana Vyas, Professor and Acting Dean Faculty of Technology, CEPT University welcoming Chief Guest Mr. P. L. Sharma, Chief Town Planner Gujarat, Mr. Monis Khan, Town and Country Planning, Delhi and Mr. Pathra, Survey of India, Ms. Kamini. J, Sr. Scientist, NRSC. Dr. Vyas gave an overview about the workshop, with a message that Government and Education together can form professional teaching. She also informed about the recent pedagogy of learning at CEPT University, its courses and involvement by experts, professionals and government officers.

Mr. Monis Khan gave an interesting presentation on National Urban Information System (NUIS), he discussed about the uncontrolled urban growth, how the towns have increased from 5161 to 7933 in 10 years and only 1200 have approved Master plan and 650 are under process. He talked about the need of a base map using GIS and Remote Sensing. NUIS on pilot basis as a 5 years plan including 152 towns and the estimated budgets etc.

Mr. Pathra from Survey of India, Gandhinagar gave a brief and interesting talk on Survey of India functions, informed about the availability of open maps series for the public which was not earlier due to restrictions from Indian defence, mentioned that the popular map was of 1:50000 scale, he stated that the Survey of India, Gujarat have maps of 7 towns, 1 of Daman of scale 1:2000 and 1:10000.

Chief Guest, Mr. P. L. Sharma, Chief Town Planner, Government of Gujarat enlightened the attendees with talk on Gujarat Urban. He mentioned that among 150 towns 130 had plans sanctioned, i.e. 81% of the towns had sanctioned plans. Pilot exercises conducted to train the planners for creating master plans using Bhuvan portal, he noted that the officials has to be trained for long term usage of the techniques rather than meeting the present needs.

Ms. Kamini. J, Sr. Scientist, NRSC gave presentation explaining the process of creating Master Plan using Bhuvan Portal, the processes to get satellite data in the personal system in GIS environment, it’s an open GIS source where creation and uploading of data can be done. The whole concept is customized for planners; they would be given particular user name and password from the Town Planning and Valuation Department.

During post-lunch session there was a practical session conducted for all the attendees by Ms. Kamini thus giving them a clearer idea about the whole concept of Master Plan preparation using Bhuvan-NUIS through hands-on.

CEPT University had arranged computers with pre-loaded BHUVAN for this exercise. Student volunteers were active in all hands-on and support tasks. With the informative talks from the distinguished guests, experts in their fields, the instructive workshop the Session ended by 5:00 pm with high tea.
