Certificate Program on Financing Cities & PPP Conducted under URTP, MoHUA at CEPT University

Financing Cities & PPP, a three-day on-campus certificate program conducted under the aegis of the Urban Renaissance Tech Program (URTP) of the Ministry of Housing and Urban Affairs (MoHUA), Government of India, was successfully held from 28 – 30 May 2026 at CEPT University.

Organized by the CEPT Urban Planning and Design Foundation (CUPDF) and CEPT Professional Programs (CPP), the program brought together urban planners, government officials, finance professionals, and infrastructure practitioners from across India. The program provided a comprehensive understanding of urban governance, municipal finance, and Public-Private Partnerships (PPP), with a focus on strengthening the financial and institutional capacity of cities to plan, fund, and deliver infrastructure projects.

Over the three days, participants engaged in interactive lectures, discussions, case-based learning, and practical exercises designed to bridge policy, finance, and implementation perspectives. The program was led by Dr. Mercy Samuel, with valuable contributions from Dr. Astha Agarwalla and Dr. Ganesh Devkar as key speakers.

The curriculum explored a range of topics including urban governance frameworks, municipal finance mechanisms, capital investment planning, revenue enhancement strategies, project structuring, and PPP models for urban infrastructure. Participants also examined contemporary challenges and opportunities in financing urban development, drawing insights from real-world case studies and practical examples from Indian cities.

The program provided a platform for peer learning and knowledge exchange, enabling participants to engage with experts and fellow practitioners on emerging approaches to financing sustainable and resilient urban infrastructure. The successful completion of the program reflects the continued commitment of URTP, MoHUA, and CEPT University towards building institutional and professional capacity for urban transformation in India.
