About Rutul Joshi

Dr. Rutul Joshi is a Senior Associate Professor at CEPT University, serving as Program Chair of the Master of Urban Planning (MUP) and Head of the Doctoral Office. Since joining CEPT in 2006, he has shaped urban planning pedagogy, curriculum design, and academic governance across undergraduate, postgraduate, and doctoral programs. His contributions include institutionalising the PG Foundation Semester, developing core courses in Urban Governance, History of Urban Planning, and planning theory, and leading PhD program reforms that strengthened rigour and national standing.
Dr. Joshi’s research focuses on Transit-Oriented Development (TOD), sustainable urban mobility, and urban policy reform. His work on TOD-based Local Area Planning spans the full spectrum — from primary research and policy briefs to planning handbooks, training manuals, planning strategies and implementation and financing pathways. He has advised institutions including NIUA, VREF, C40 Cities, ITDP, ADB, and UK Aid on urban planning and mobility projects in India and East Africa. His work bridges scholarship and practice, informing national and international debates on climate-responsive and low-carbon urban development. He regularly contributes to academic journals as well as in the public media.
